摘要
党和国家监督贯通协调机制,是权力监督与权利监督的功能互补和有机结合,是跳出历史周期率“两个答案”即党的自我革命和人民监督理论的制度成果。党和国家监督贯通协调机制总体架构由党的集中统一领导机制、党内监督主导机制以及纪检监察监督统筹机制来支撑。党的集中统一领导机制涵盖党对监督体系中的各个监督要素的全面领导,是构建党和国家监督体系的基本前提和根本保证。党内监督主导机制是监督体系中各类监督的方向引领和重要示范。纪检监察统筹机制的功能是:跟进和落实党内监督、保障和接受人大监督、指导和衔接行政监督、衔接和加强司法监督、保障和支持民主监督、接受和引导群众监督及舆论监督、整合和协调审计财会统计监督力量,使党和国家监督体系的制度效能得到充分发挥。
The mechanism to integrate and coordinate the supervision by the Party and the state is a functional complementarity and organic combination of power supervision by the Party and rights supervision by the people.It represents the“two solutions”to getting out of the historical cycle—the institutional outcome of the Party’s self-revolution theory and the people’s supervision theory.The overall architecture of this mechanism is supported by the centralized and unified leadership mechanism of the Party,the leading mechanism of inner-Party supervision and the overall mechanism of discipline inspection and supervision.The Party’s centralized and unified leadership mechanism covers the Party’s overall leadership over various supervisory elements in the supervisory system,and it is the basic premise and fundamental guarantee for the construction of the supervisory system of the Party and the state.The mechanism of inner-Party supervision is the direction guidance and important demonstration of all kinds of supervision in the supervision system.The functions of the mechanism in coordinating discipline inspection and supervision are:to follow up and implement the supervision within the Party,to guarantee and accept the supervision by the People’s Congress,to guide and link up administrative supervision,to link up and strengthen judicial supervision,to guarantee and support democratic supervision,to accept and guide supervision by the masses and public opinion,to integrate and coordinate the forces of auditing,financing and accounting statistics supervision,so as to give full play to the institutional effectiveness of the supervision systems of the Party and the state.
