摘要
科技现代化是农业农村现代化的必然要求,综合评价甘肃省农业科技现代化发展状况,对于准确研判全省农业科技支撑水平、推动农业高质量发展具有基础性意义。文章分析了甘肃省14个市州2022年农业科技发展相关数据,构建了更加合理的评价指标体系,采用熵权TOPSIS组合评价方法对甘肃省各市州农业科技现代化水平进行排序,并依据贴近度进行了聚类分析,划分了3个类别层次。研究表明:甘肃省各市州农业科技现代化水平普遍不高,呈现出从西部到中部,再到南部依次降低的趋势,这与区域经济发展水平基本一致;科技基础条件不足、研发创新能力不强、成果转化体系不优,依然是制约各市州农业科技现代化水平提升的短板。基于此,提出了全面提升科技支撑能力、科研创新水平和成果转化效率等促进甘肃省农业科技现代化发展的政策建议。
The modernization of science and technology is an inevitable requirement for the modernization of agriculture and rural areas.Comprehensive evaluation of the development of agricultural science and technology modernization in Gansu Province is of fundamental significance for accurately judging the level of agricultural science and technology support in the province and promoting the high-quality development of agriculture. This paper analyzes the relevant data of agricultural science and technology development in 14 cities and prefectures of Gansu Province in 2022, constructs a more reasonable evaluation index system, uses the entropy weight TOPSIS combination evaluation method to rank the level of agricultural science and technology modernization in Gansu Province, and conducts cluster analysis based on the closeness degree, which is divided into three categories. The research shows that the level of agricultural science and technology modernization in various cities and prefectures of Gansu Province is generally not high, showing a trend of decreasing from the west to the middle and then to the south, which is basically consistent with the level of regional economic development. The lack of basic conditions of science and technology, the weak ability of R&D and innovation, and the poor transformation system of achievements are still the shortcomings that restrict the modernization level of agricultural science and technology in various cities and states. Based on this, this paper puts forward some policy suggestions to comprehensively improve the support ability of science and technology, the level of scientific research innovation and the efficiency of achievement transformation, and to promote the development of agricultural science and technology modernization in Gansu Province.
