北京市水与社会经济空间均衡分析

摘要 文章利用基尼系数和不平衡指数等定量评估了北京市水与主要社会经济要素的空间均衡情况,分析结果表明,北京市水与各社会经济要素的时空匹配程度差异较大,空间匹配较好的顺序依次为:人口>第二产业产值>人均可支配收入>GDP>服务业产值>耕地面积。受近几年人口疏解影响,水与人口时空匹配最好;而各区因为功能定位及政策影响,水与耕地面积时空匹配程度较差;除耕地面积外,其余水与各要素空间匹配基本是随着时间的变化越来越好。城市功能拓展区,水与各社会经济要素不平衡指数均高于全市平均水平,是导致北京市水与社会经济要素不平衡的主要影响地区;各功能区有不同程度的用水量比重大于经济要素分布比重的情况出现,说明水资源配置还有优化提升空间。 This paper uses Gini coefficient and imbalance index to quantitatively evaluate the spatial balance of water and major socio-economic factors in Beijing.The results show that the spatial and temporal matching degree of water and various socio-economic factors in Beijing is quite different.The order of better spatial matching is population>secondary industry output value>per capita disposable income>GDP>service industry output value>cultivated land area.Affected by the population relief in recent years,the spatial and temporal matching of water and population is the best,while the spatial and temporal matching degree of water and cultivated land area in each district is poor due to the influence of functional orientation and policy.In addition to the cultivated land area,the spatial matching of the remaining water and various elements is basically getting better and better with the change of time.The imbalance index of water and socio-economic factors in the urban function expansion area is higher than the average level of the whole city,which is the main influencing area leading to the imbalance of water and socio-economic factors in Beijing.The proportion of water consumption in different functional areas is greater than the proportion of economic factor distribution,indicating that there is still room for optimization and improvement of water resources allocation.
