碳排放权交易机制对碳生产率的影响及作用机制——基于中国282个地级市的实证研究

摘要 在“双碳”目标下,碳排放权交易机制成为实现绿色低碳发展的关键。本文以2006—2021年中国282个地级市为研究对象,将首批碳排放权交易试点的开展看作一次准自然实验,构建双重差分模型探究碳排放权交易试点政策对碳生产率的影响及机制。结论如下:(1)碳交易政策对试点地区的碳生产率存在显著的提升效应,这一提升效应长期存在,同时也伴随着一定的时滞性。(2)碳交易试点可以通过绿色技术创新效应和产业结构优化效应实现碳生产率的提升。(3)碳交易试点对老工业基地城市和高经济水平城市的碳生产率的提升效果更明显。本文在实证层面上丰富了碳排放权交易的宏观效应研究,同时为碳交易市场持续发挥作用、国家经济高质量发展提供了参考和建议。 Under the"dual carbon"goal,the carbon emissions trading mechanism has become a key factor in achieving green and low-carbon development.This paper takes 282 prefecture-level cities in China from 2006 to 2021 as research subjects and regards the initiation of the first batch of carbon emissions trading pilot programs as a quasi-natural experiment.A dierence-in-dierences model is constructed to explore the impact of the carbon emissions trading pilot policy on carbon productivity and its mechanisms.The findings are as follows:(1)Carbon trading policies have a significant and long-term enhancing effect on carbon productivity in pilot areas,albeit with some temporal variations.(2)Carbon trading pilot can achieve carbon productivity enhancement through green technology innovation effect and industrial structure upgrading effect.(3)The carbon trading pilot policy has a more obvious effect on the carbon productivity of old industrial base cities and cities with high economic levels.This paper enriches the research of carbon emissions trading at the empirical level,and also provides reference and suggestions for the continuous functioning of the carbon trading market and the high-quality development of the national economy.
