增强现实等新技术在海关“智慧属地查检”的应用研究

摘要 5G时代,虚拟现实等技术的快速发展为海关“智慧属地查检”作业场景下监管模式创新提供了新的手段。本文针对武汉海关利用移动增强现实、人工智能和5G等技术搭建“远程作业支撑平台”开展实时、非现场、非接触式智慧远程作业,解决外勤作业过程中,企业地理位置分布不集中、关员往返路程远、人力资源紧张等问题展开研究。通过在作业场所广泛应用实时感知、动态监测的智能终端设备,将属地查检监管触角延伸至最末端,支撑远程可视化作业高效实施,释放执法资源,提升属地查检整体效能。通过探索海关监管服务新形态,完善特定领域远程属地查检试点改革推动机制,推动贸易便利化,服务经济高质量发展。 In the 5G era,the rapid development of virtual reality technology provides a new means for the innovation of customs control mode in the operation scenario of Smart Territorial Inspection.In view of the contradiction between the lack of centralized distribution of enterprises,the long round-trip of customs officers and the shortage of human resources in the process of Wuhan customs field operations,this paper uses mobile augmented reality,artificial intelligence and 5G technologies to build a Remote Operation Support Platform to provide technical support for real-time,off-site and non-contact intelligent remote operations.Through the extensive application of intelligent terminal devices with real-time sensing and dynamic monitoring in the workplace,the tentacles of territorial inspection are extended to the very end,supporting the efficient implementation of remote visual operations,releasing law enforcement resources,and improving the overall effectiveness of territorial inspection.Through the trial of new forms of customs control and services,we keep exploring the optimization and improvement of pilot reform mechanisms for remote territorial inspection in specific areas,so as to promote trade facilitation and serve high-quality economic development.
