摘要
为对湖南测绘地理信息企事业单位科技创新的现状和面临的问题进行深入分析,本文提出了一种基于综合评价方法的科技创新能力评价体系。该评价体系通过资料收集和层析分析法初步建立指标体系,并依据专家咨询优化评价体系,以创新基础、创新机制、创新成果和绿色通道等4个一级指标、12个二级指标和23个三级指标的评价指标体系,完成对湖南省测绘地理信息企事业单位科技创新能力的综合评价。结果表明,该评价体系能够较全面地反映企事业单位的科技创新能力,为测绘地理信息企事业单位的科技创新能力评价提供有力支持,也为企事业单位的科技创新提供指导和参考。
To conduct an in-depth analysis of the current situation and problems faced by scientific and technological innovation in surveying,mapping,and geoinformation enterprises and institutions in Hunan province,this paper proposes an evaluation system for scientific and technological innovation capability based on comprehensive assessment methods.The evaluation system preliminarily establishes a set of indicators through data collection and stratified analysis,and optimizes the evaluation system based on expert consultation.A comprehensive evaluation of the scientific and technological innovation capability of surveying,mapping,and geoinformation enterprises and institutions in Hunan province is accomplished using a system of indicators comprising four primary indices,twelve secondary indices,and twenty-three tertiary indices,including innovation foundation,innovation mechanism,innovation results,and green channels.The results indicate that the evaluation system can comprehensively reflect the scientific and technological innovation capability of enterprises and institutions,providing strong support for the evaluation of their capability in scientific and technological innovation and offering guidance and reference for the innovation activities of these enterprises and institutions.
