摘要
农村养老在我国具有特别重要的实际意义,必须从政治高度认知农村养老的重要性,要依据国情、因地制宜讲好农村养老的中国故事;坚持以人民为中心的发展思想,积极推进供给侧改革,以农村养老服务中心建设为抓手,促使各项养老服务更接地气;全力激活农村家庭养老功能,在继续弘扬家庭养老传统的同时,支持家庭承担更多养老功能;不断丰富创新农村互助养老模式,在政策指引下县乡村各有侧重,同时健全三级养老服务网络;盘活房、地等资源,奠定农村养老的物质基础,积极进行“以地养老”探索;加强农村养老服务保障机制,通过五社联动、政府采购服务和建设农村老年协会等路径推进农村养老。
Rural pension has a special political significance in our country,we must highly recognize the importance of the rural pension,according to the situation,local conditions tell the Chinese story of rural pension;Adhere to the"people as the center",actively promote the supply-side reform,with the construction of rural elderly care service centers as the starting point,to promote the elderly care services more down-to-earth.We will make every effort to activate the function of rural families for the elderly,and support families to assume more functions of supporting the elderly while continuing to carry forward the tradition of supporting the elderly.Constantly enrich and innovate the mode of rural mutual support for the elderly,under the guidance of policies,counties and villages have different priorities,and improve the three-level pension service network.Revitalize house,land and other resources,lay the material foundation of rural old-age care,and actively carry out the exploration of"old-age care with land".We will strengthen the mechanism for guaranteeing services for the elderly in rural areas,and promote the elderly in rural areas through the linkage of the five social organizations,the government's purchase of services and the establishment of rural elderly associations.
