突发水环境事件的应急监测及污染趋势分析——以沱江三氯甲烷浓度异常事件为例

Emergency Monitoring and Analysis of Pollution Trend of Sudden Water Environmental Events——With Trichloromethane Pollution in Tuojiang River as an Example

摘要 应急监测是处理突发水环境事件的关键环节。为分析突发水环境事件应急监测过程开展的重要性及污染变化趋势,以“2.19”沱江下游段三氯甲烷浓度异常事件为例,详细阐述了开展应急监测的全过程。通过实例分析了应急监测响应、特征污染因子确定、监测方案编制、监测方案调整、监测结果研判等内容,总结了各阶段发挥的作用。通过监测数据分析了污染物浓度变化趋势,评估了污染对饮用水源地的影响情况。结果表明:整个应急监测工作开展紧凑有序,科学高效,各阶段均发挥了至关重要的作用;预警点、监控点1、监控点2污染物浓度先上升后下降,水源地点污染物浓度持续未检出,四个监测点位污染物浓度峰值呈下降趋势,污染未对饮用水源地产生影响。该实例可为相关突发水环境事件的应急监测工作提供经验借鉴和技术参考。 Emergency monitoring is a key link to deal with sudden water environmental events.In order to analyze the importance of emergency monitoring and the trend of change in pollution caused by sudden water environmental events,With“2·19”trichloromethane pollution in the lower reaches of the Tuojiang River as an example,the whole process of emergency monitoring for the event was described in detail.The emergency monitoring response,determination of characteristic pollution factors,preparation of monitoring plan,adjustment of monitoring plan,research and judgment of monitoring results were analyzed through examples,and the roles they played at each stage were summarized.The trend of change in pollutant concentrations was analyzed through monitoring data,and the influence of pollution on drinking water source was evaluated.The results indicated that:the emergency monitoring was carried out in an orderly,scientific and efficient way and on a tight schedule,and each stage played a vital role.The pollutant concentrations at the warning point,monitoring point 1 and monitoring site 2 rose first and then fell.The pollutant concentrations at the water source were not detected continuously.The peak pollutant concentration at the four monitoring points showed a downward trend,and the pollution did not affect the drinking water source.This case can provide experience and technical reference for emergency monitoring of relevant sudden water environmental events.
