摘要
为探究档案政务服务标准化、规范化和便利化路径,使档案创造出更大的经济和社会价值,本文基于公共服务理论和公共选择理论,从公民需求的角度探究档案政务服务路径,利用主题挖掘和情感分析方法对中国政府网和22个省级人民政府网站的公民档案政务留言数据进行分析。研究发现,鉴于政府干预的局限性,现有的档案政务服务的“粗放型”供给模式未能达到高效服务和高满意度的效果,档案政务服务路径需要从“自上而下”的供给主导模式向“自下而上”的需求导向模式转型。
In order to explore the path of standardization,normalization and facilitation of archival government service,and make archives create greater economic and social value,this study,based on the public service theory and public choice theory,explores the archival government service path from the perspective of citizen needs.Topic mining and sentiment analysis methods are used to analyze the citizen archival message data on the website of The State Council of the People's Republic of China and 22 provincial government websites of China.The research findings reveal that,given the limitations of government intervention,the existing"extensive"supply model of archival government services has failed to achieve efficient service delivery and high satisfaction levels.Consequently,there is a need for a transformation in the path of archival government services,shifting from a"top-down"supply-driven model to a"bottom-up"demand-oriented model.
