摘要
“健全共建共治共享的社会治理制度,提升社会治理效能”是党的二十大报告中提出的新时代大力推进社会治理体系和治理能力现代化建设的目标和行动指南。长期以来,以城镇社区居民委员会和农村村民委员会为代表的我国基层群众性自治组织作为社会治理活动的重要主体,其体制惯性中的“行政化”倾向在一定程度上偏离了职能上的“自治”功能。随着现代社会治理更加重视治理活动中的多要素参与及多元合作,“自治与共治”协同推进的治理理念在我国城乡社区治理中得到了高度重视,并在极具中国特色社会主义时代特征的“共建共治共享”社会治理体系和治理能力现代化建设中得以体现,成为推动基层善治、共建美丽家园的时代要求。其中最为关键的一环就是形塑起具有价值引领作用的“治理共同体”理念,即党建引领下政府、社区、企业组织、社会组织以及居民共同参与、合理组织、资源互补、良性互动的社区治理体系。在这一过程中,坚持把党的领导贯穿基层治理全过程、各方面,不断增强社区党组织政治功能,充分发挥基层党组织的领导核心作用及党员的先锋模范带头作用,引领社区治理高质量发展;有效推进社区基层民主自治,完善全过程人民民主的基层实践;重视培育社区工作者职业素养,提升以居委会和村委会为代表的基层群众性自治组织的自我治理能力,是发展完善新时代社区治理中国实践的必由之路。
For a long time,China's grassroots mass self-governance organizations,represented by urban community residents' committees and rural villagers' committees,as the important main body of social governance activities,have to a certain extent deviated from their functional “self-governance” function due to the “administrative” tendency in their institutional inertia.As modern social governance attaches greater importance to multi-factor participation and multi-dimensional cooperation in governance activities,the concept of governance that synergizes “self-governance and shared governance” has been given high priority in the governance of China's urban and rural communities,and has become a key element in the “common building,common governance and shared sharing” social governance system and governance system of the times,which is highly characteristic of socialism with Chinese characteristics.The concept of “self-governance and shared governance” has been highly valued in the governance of urban and rural communities in China,and has been embodied in the modernization of the social governance system and governance capacity,which is very characteristic of the socialist era with Chinese characteristics.In this process,the Party's leadership has been consistently applied throughout the entire process and in all aspects of grassroots governance;the political function of community Party organizations has been continuously strengthened;the leading role of grassroots Party organizations and the pioneering and exemplary role of Party members have been fully brought into play,leading to the high-quality development of community governance;democratic self-governance of the grassroots in the community has been effectively promoted,and grass-roots practice of people's democracy in the entire process has been perfected;importance has been attached to fostering the professional qualities of community workers,and to upgrading the professional qualities of community leaders represented by neighborhood and village committees.The way to develop and improve China's practice of community governance in the new era is paying attention to fostering the professional qualifications of community workers and improving the self-governance capacity of grass-roots mass self-governance organizations represented by neighborhood committees and village committees.
