摘要
开放科学数据的经济价值对相关政策和实践具有重要参考意义。对开放科学数据的经济价值测度进行探索性研究,能提供一种可行方法和有效结果供相关方参考使用。文章以国家基础学科公共科学数据中心(NBSDC)的13个主题数据库的开放科学数据为经济价值测度对象,采用基于用户问卷调查的条件价值评估方法,邀请322位用户对数据使用情况、数据经济价值及其支付意愿进行评估。研究发现:92.86%调查对象每天或每周或每月访问NBSDC,主要动力是推进研究过程;NBSDC开放科学数据平均每年为每位用户节省159.25小时,绝大多数被调查用户对使用NBSDC的依赖程度较高;NBSDC开放科学数据产生的经济价值和用户支付意愿可按单次访问、下载、请求以及每月、每年订阅的货币化方式进行测度,据此计算各个NBSDC主题数据库的总经济价值和总支付意愿。基于用户调查的条件价值评估法较好地测度了开放科学数据的经济价值,可行的经济价值评估策略是按每次使用(访问、下载、请求)和按周期订阅(每月、每年),尤其是按年订阅。
The economic value of open research data is of great significance for related policies and practices.This paper aims to conduct an exploratory research on the economic valuation of open research data and provide a feasible method and effective results for the reference of stakeholders.Taking the open research data from 13 subject databases of China National Basic Science Data Center(NBSDC)as the cases,the contingent valuation method based on user survey was applied,and 322 users were invited to evaluate their data usage,economic value created and willingness to pay.92.86%of the users surveyed visit the NBSDC daily,weekly or monthly,and their main motivation is to advance the research process.The NBSDC’s open research data saves each user an average of 159.25 hours per year,and the majority of users surveyed have a high level of dependency on the NBSDC.Furthermore,the economic value and user’s willingness to pay can be measured monetarily on the basis of per access,per download,and per query,as well as monthly and annual usage.Accordingly,the total economic value and users’willingness to pay were calculated for each NBSDC subject database.Using CVM based on user survey,the paper successfully evaluates the value of open research data in China,and shows that the acceptable pricing tactic for economic evaluation of open research data is by usage(view,download and query)and by subscription(monthly and annual),especially by annual subscription.
