摘要
作为数字时代催生的新经济业态,共享经济的核心形态是所有权与使用权分离,其倡导集约利用、共享发展、遵从以人为本和可持续发展的核心思想。强调供给侧与需求侧的精准匹配,促进生产服务和消费使用的深度融合,实现效率与公平的高效发展。与传统业态相比,共享经济通过共享数据生产资料,有效改变生产关系、调整分配关系,强调机会公平和结果公平,共享经济正在成为推动共同富裕的重要力量。立足于新发展阶段,为充分释放共享经济扩大内需的潜力,应立足于共享经济的时代特征与内在本质,营造共享经济的有效发展环境,优化平台生态,保障用户权益;引导数字经济与实体经济深度融合,以技术创新激活经济新发展点、促进全行业高质量发展;健全数字化公共服务机制,缩小社会差距、实现共同富裕。
As a new type of economic form in the digital era,the core of the sharing economy emphasizes the separation of ownership and use,and advocates the key concepts of intensive use,shared development,human-contentedness and sustainable development.It also emphasizes the precise matching between the supply side and the demand side,promotes the deep integration of production services and consumer use,and achieves the effective promotion of efficiency and justice.Compared with traditional industries,the sharing economy uses the shared data of production materials to effectively improve the production relations,adjust the distribution relations,and attaches importance to justice in opportunity and result.Thus,the sharing economy is playing a key role in promoting shared wealth.In the new development stage,in order to fully release the potential of the sharing economy to expand domestic demands,we should take into account its historical characteristics and inherent nature,optimize the ecology of the platforms,and safeguard users’rights and interests,guide the in-depth fusion of the digital economy and the real economy,lead the new development of the economy with technological innovation to promote the high-quality development of the industry,and improve the mechanism of the digital public services to reduce the social gap and realize shared wealth.
