摘要
大国竞争作为国际政治与国际关系研究中的一个历久弥新的话题,在网络与信息化时代中呈现出崭新的内容与形式。梳理在网络空间中大国竞争的现实与理论,建构出网络空间大国竞争的分析框架,并结合具体案例,进一步从治理规范、技术标准以及地缘政治维度呈现出中美两国在网络空间中的竞争实例。与此同时,指出中美两国在网络空间中存在的利益交集,并提出通过维护网络空间战略稳定,共建网络空间命运共同体的方式强化互信与合作,提供了一种可以参考的战略路径:通过维护网络空间战略稳定,确保双方战略克制,深化双方在网络空间各领域互信与合作,共建网络空间命运共同体。
As an everlasting topic in the realms of international politics and international relations,the great-power competition takes on a brand-new content and form in this cyberspace and information era.With a review to the great-power competition reality and theory in cyberspace,this article constructs an analytical framework of the cyberspace great-power competition.Based on an account of specific cases,it presents Sino-American cyberspace competition dimensions in terms of their governance norms,technological standards,as well as geopolitics.Meanwhile,this paper points out the common interests shared by China and U.S.in cyberspace and provides a referable strategic route by maintaining strategic cyberspace stability and co-constructing the community of shared future in cyberspace:maintaining strategic stability in cyberspace,ensuring mutual strategic restraint,deepening mutual trust and cooperation in all domains of cyberspace and co-constructing the Community of Shared Future in Cyberspace.
