摘要
以北京市服务业扩大开放综合试点为研究对象,运用合成控制法实证考察了服务业扩大开放政策对北京市产业结构升级的影响效应及作用机制,结果显示:在产业整体层面,服务业扩大开放政策能够显著提升北京市的产业结构高级化水平,且随着政策的迭代调整,该政策对产业结构升级的促进作用逐年增大;同时,该政策能够有效促进本地劳动力要素向科技、金融等高端产业集聚,进而以人才驱动支撑服务业高端化发展。机制检验表明,该政策主要通过营商环境改善效应、资本积累效应及知识溢出效应等途径促进产业结构升级。对此,未来应进一步深化服务业扩大开放政策,注重引导高端产业的均衡发展与全面开放,强化制度创新及政策联动。
This paper empirically evaluates the effects and mechanisms of the expanding opening-up policy in the service sector on industrial structure upgrading using the synthetic control method,with the Comprehensive Pilot Program of Expanding Opening-up in the Service Sector of Beijing as the research object.The results show that,the comprehensive pilot program,in general,has significantly promoted the upgrading of Beijing s industrial structure.With the gradual adjustment of the policy,the promoting effects on industrial structure upgrading increase year by year.Moreover,the policy has effectively promoted the agglomeration of local labor resources to high-end industries such as finance and technology,thereby supporting the upgrading of the service sector through talent-driven.Mechanism analysis shows that,the pilot policy promotes industrial structure upgrading by enhancing the business environment,accumulating capital,and facilitating knowledge spillovers.In the future,it is necessary to further deepen the policy of expanding opening-up in the service sector,focus on guiding the balanced development and comprehensive opening-up of high-end industries,and strengthen efforts in institutional innovation and policy coordination.
