摘要
农村精准性养老服务供应是基于扎根理论基础上、乡村振兴背景下促进农村养老服务高质量、高水平、规范化发展的内在需求。通过实施扎根理论研究方式和手段,立足于全国性、农村精准养老的典型成功案例,汲取与构建农村精准养老服务供应实践思维逻辑的相关理论模式。研究表明,农村精准养老服务供应需依靠供应动因、主体、保障条件及相关环节等诸多要素协同发挥的耦合作用。在市场供需情况、上级部门压力、思维理念认知等内在动因、外在动因的影响下,坚持中国共产党的领导,将政府部门、市场主体、社会力量有机结合,建立健全多元化、多样化的农村精准养老供应共同体,通过对多种供应保障要素(如工作机制等)进行整合与融合,有机衔接需求分辨、供应决策制定、生产服务、监管考核等相关环节,对农村精准养老供给环节提供强有力的支持条件,有利于实现农村精准养老服务供需的稳定与平衡,为建设乡村振兴背景下农村精准养老供应给予良好的实践思维逻辑。
The supply of rural precision elderly care service is an internal demand to promote the high-quality,high-level and standardized development of rural elderly care service based on grounded theory and under the background of rural revitalization.Through implementing the research method of grounded theory,this paper explores how to construct the practical thinking logic of rural precision pension service supply based on the typical successful cases of national and rural precision pension.According to the study,the supply of precision elderly care services in rural areas depends on the coupling role of many factors such as supply motivation,main body,security conditions and related links.Under the infl uence of internal and external factors such as market supply and demand,pressure of superior departments,cognition of thinking and concept,the following measures are suggested:upholding the leadership of the Communist Party of China,integrating government departments,market entities,and social forces,establishing and improving a diversifi ed and diversifi ed rural precision old-age care supply community,integrating various supply security elements(such as working mechanisms),organically connecting demand resolution,supply decision making,production services,supervision and assessment and other related links,and providing strong support conditions for the rural precision pension supply link.The measures are conducive to realizing the stability and balance of the supply and demand of rural precision elderly care services,and can offer a good practical thinking logic for the construction of rural precision elderly care supply under the background of rural revitalization.
