摘要
永定河是全国四大重点防洪江河之一,是确保首都城市防洪安全的重要屏障,也是京津冀区域重要的生态屏障。随着近年极端天气趋多、趋频、趋强、趋广,永定河安全管理也面临着更多的风险和挑战。从永定河“河工”视角,系统辨识海河“23·7”流域性特大洪水后永定河安全管理5类风险,结合具体实践经验,有针对性提出风险防范化解措施,为国内其他流域安全风险管理提供借鉴。
Yongding River is one of the four key flood control rivers in China,an important barrier to ensure flood control safety in the capital city,and an important ecological barrier in the Beijing Tianjin Hebei region.With the increasing frequency,intensity,and breadth of extreme weather events in recent years,the safety management of Yongding River is also facing more risks and challenges.Starting from the perspective of river engineering in the Yongding River,this article systematically identifies five types of safety management risks in the Haihe River after the 23·7 Haihe River Basin catastrophic flood.Based on specific practical experience,targeted risk prevention and resolution measures are proposed,providing reference for safety risk management in other domestic river basin.
