摘要
巩固拓展脱贫攻坚成果同乡村振兴有效衔接是党中央解决“三农”问题的重要战略部署。安徽省作为农业大省,通过采取建立有效衔接的领导体制与政策体系,健全防返贫动态监测和帮扶机制,实施“五大提升”活动等措施,在巩固拓展脱贫攻坚成果同乡村振兴有效衔接方面做出一定成绩,但目前仍面临着农村产业结构承载力不足、部分地区基础设施薄弱、人口流失与老龄化制约乡村经济发展等问题。为进一步推进农村经济社会发展,应通过持续优化产业结构、全面提高乡村基础设施完备度、优化营商环境、完善多元化投入机制等措施,实现人们对美好生活的向往。
Consolidating and expanding the achievements of Poverty Alleviation and effectively connecting with Rural Revitalization is an important strategic deployment of the Party Central Committee to solve the Agricultural,Rural and Farmers’Issues.As a major agricultural province,Anhui Province has achieved certain results in consolidating and expanding the achievements of Poverty Alleviation and effectively connecting with Rural Revitalization through the establishment of an effective leadership system and policy system,the improvement of dynamic monitoring and assistance mechanisms for preventing poverty return,and the implementation of the Five Improvements activities.However,at present,there are still problems such as insufficient carrying capacity of rural industrial structure,weak infrastructure in some areas,population loss and aging that constrain rural economic development.To further promote the effective connection between consolidating and expanding the achievements of Poverty Alleviation and Rural Revitalization,measures should be taken to achieve people’s aspirations for a better life,including continuously optimizing industrial structure,comprehensively improving the completeness of rural infrastructure,optimizing business environment,and improving diversified investment mechanisms.
