摘要
在驱动经济高质量发展的各种要素中,数字经济已成为一大新动力。基于“创新”“协调”“绿色”“开放”“共享”新发展理念,构建经济高质量发展评价体系,运用熵权 TOPSIS 法测度南疆地区2011—2021年经济高质量发展水平。同时,本文运用固定效应模型实证分析数字经济、人力资本、产业结构等对经济高质量发展的驱动作用。研究发现:(1)南疆地区经济高质量发展呈现出波动上升的趋势;(2)数字经济对南疆地区经济高质量发展具有显著的推动作用;(3)南疆地区经济高质量发展会受到人力资本和产业结构等因素的影响。据此,本文提出应积极推进数字经济发展,发挥其对经济高质量发展的直接推动效应;加快产业结构优化升级,实现实体经济与数字经济深度融合;注重对人才的培养,为推动经济高质量发展注入内生动力等建议,以期助推南疆地区适应经济发展新业态。
Among the various factors driving high-quality economic development,the digital economy has become a significant new impetus.Based on the new philosophy of"innovative","coordinated","green","open"and"shared"development,an evaluation system for high-quality economic development has been built.The entropy weight TOPSIS method is used to measure the high-quality economic development level in southern Xinjiang from 2011 to 2021.Additionally,this paper employs a fixed effects model to empirically analyze the driving effects of the digital economy,human capital,and industrial structure on high-quality economic development.The study finds that:(1)The highquality economic development in southern Xinjiang shows a fluctuating upward trend;(2)The digital economy plays a significant role in promoting the high-quality economic development of southern Xinjiang;(3)The high-quality economic development in southern Xinjiang is influenced by factors such as human capital and industrial structure.Based on these findings,the paper proposes the following recommendations to help southern Xinjiang adapt to new economic development patterns:actively promote the development of digital economy to leverage its direct driving effect on highquality economic development;accelerate the optimization and upgrading of industrial structures to achieve a deep integration of the real economy and the digital economy;focus on talent cultivation to inject endogenous motivation for promoting high-quality economic development.
