摘要
研究目的:面对“存量规划”时代和空间粗放利用现状,探索基于详细规划的城镇空间最高最佳利用逻辑机理、实践路径与方法体系,可为空间的高效利用提供依据与实践参考。研究方法:文献资料法和归纳演绎法。研究结果:(1)以“最高价值—最佳效益”为目标,阐明了详细规划促进城镇空间最高最佳利用的“价值逻辑—实践逻辑—方法逻辑”;(2)基于经济学理论逻辑,建立了详细规划在潜力识别、时空统筹、价值创造、精细实施等方面的总体实践路径;(3)构建了“单元划分—组团布局—宗地管控”多尺度详细规划全过程编制方法,促进空间区位改善、用途完善、效率平衡、品质提升等,赋能空间价值提升和效益优化。研究结论:国土空间详细规划是落实空间优化和治理的政策工具,将最高最佳利用的理念和方法融入详细规划编制实施,通过空间生产与再生产,有利于促进城镇空间保值增值、存量盘活和可持续利用,助力空间治理现代化。
The purpose of this study is to explore the logical mechanism,implementation path and method system of promoting the highest and best use(HBU)of space with detailed planning,to provide basis and practical references for the efficient space utilization.The research methods include literature review and inductive deduction.The results show that:1)given the goal of“highest value-best benefit”,the logic of“value-method-practice”of detailed planning to promote HBU of urban space is elucidated.2)Based on the logic of economic theory,an overall response framework of detailed planning is established,compatible with potential identification,temporal-space coordination,value creation and fine implementation.3)A multi-scale detailed planning mechanism and path for the entire process of“unit-clusterparcel”is established,promoting spatial location improvement,usage optimization,efficiency balance,quality improvement and cultural inheritance,and empowering value enhancement and efficiency optimization.In conclusion,detailed territorial space planning is a policy tool for spatial optimization and governance.It is relevant to integrate the concept of HBU into the preparation and implementation of detailed planning,to promote the preservation and appreciation,to redevelop extant land and to realize sustainable urban space use through spatial production and reproduction,to accomplish spatial governance modernization.
