摘要
目的构建公立医院突发公共卫生事件应急能力评价指标,评价公立医院对突发公共卫生事件的应急能力。方法基于危机管理4R理论,在文献研究、质性访谈的基础上初步拟定公立医院应急能力评价指标,采用德尔菲法对24名专家进行2轮函询,结合层次分析法确定各级指标的权重。结果2轮专家函询的问卷回收率均为100.00%,专家协调系数及变异系数指标良好。通过2轮专家函询,建立公立医院突发公共卫生事件应对能力评价指标,包括:一级指标4项,二级指标12项,三级指标48项,评价指标信度检验中整体克朗巴赫α(Cronbach’sα)系数为0.96,效度检验中4项一级指标之间关系紧密,其相关系数在0.61~0.86。结论基于危机管理4R理论的公立医院卫生应急能力评价指标囊括应对突发公共卫生事件的全过程,评价指标结构合理、可信度高,可作为提升公立医院卫生应急能力的参考依据。
Objective To establish an evaluation index for the public health emergency response capabilities of public hospitals.Methods A draft of the index system was developed based on the 4R theory of crisis management,literature reviews and qualitative interviews.Delphi method was employed to conduct 2 rounds of consultations among 24 experts to revise the draft.Analytical hierarchy process was used to measure the weight of each index.Results The expert positive coefficient of the two rounds of expert consultation was 100.00%,and the expert coordination coefficient and variation coefficient were good;after two rounds of Delphi expert consultation,the evaluation indexes for public emergency response capabilities of public hospitals were established,including:4 first-level indexes,12 second-level indexes and 48 third-level indexes.In the reliability test of evaluation indexes,overall Cronbach'sαcoefficient was 0.96;in the validity test,there was a close relationship between the four first-level indexes,with the correlation coefficient ranging from 0.61 to 0.86.Conclusion The evaluation index constructed the emergency capabilities of public hospitals may include the whole process of public health emergency,which can be used as a reference for public hospitals to improve health emergency response capacity building.
