摘要
在“双碳”目标和深入打好污染防治攻坚战的背景下,协同推进减污降碳对保护长江经济带生态环境和实现长江经济带高质量发展至关重要。基于长江经济带108个城市2011-2021年的面板数据,利用耦合协调度模型、收敛系数、空间自相关检验、标准差椭圆以及多尺度地理加权回归模型(MGWR),探究了长江经济带城市减污降碳协同效应的时空演化特征及驱动因素。结果表明:①2011-2021年长江经济带城市减污降碳耦合协调水平由0.574波动升至0.846,空间演化特征显示,上、中、下游地区耦合协调水平存在差异。②研究期内,各城市减污降碳协同效应差距逐渐缩小,且空间集聚上“高-高”集聚城市的数量逐渐增加。③各城市减污降碳协同效应的标准差椭圆呈“东北-西南”方向分布,重心不断向“西南-东北”方向迁移,2014年以后重心主要位于荆州市。④降水量、空气流通系数、产业结构升级、人均GDP、绿色技术创新、人口密度和对外开放水平是长江经济带城市减污降碳协同效应的主要驱动因素,且其影响存在空间异质性。研究显示,长江经济带城市减污降碳协同效应呈逐渐优化的趋势,且空间演化特征和受驱动因素的影响存在显著性差异,应从发挥城市间的带动和协同作用、因地制宜开展工作等方面推动减污降碳协同发展。
Currently,China is in the critical period of synergistic reduction of pollution and carbon.As a pilot belt of ecological civilization construction in China,it is very important to promote the synergistic effect of pollution and carbon reduction,protect the ecological environment and achieve high-quality development of the Yangtze River Economic Belt.Based on the panel data of 108 cities in the Yangtze River Economic Belt from 2011 to 2021,this study uses the coupling coordination degree model,convergence coefficient,spatial auto-correlation test,standard deviation ellipse and multi-scale geographical weighted regression model(MGWR)to explore the spatiotemporal evolution characteristics and driving factors affecting synergistic effect of urban pollution reduction and carbon reduction in the Yangtze River Economic Belt.The results show that:(1)From 2011 to 2021,the coupling coordination level of urban pollution reduction and carbon reduction in the Yangtze River Economic Belt fluctuates between 0.574 and 0.846.The spatial evolution characteristics show that there are differences in the coupling coordination level of the upper,middle and lower reaches of the Yangtze River Economic Belt.(2)During the study period,the gap of the synergies of pollution reduction and carbon reduction among cities gradually narrowed,and the number of cities with‘high-high’spatial agglomeration gradually increased.(3)The standard deviation ellipse of the synergistic effect of pollution and carbon reduction in each city is distributed in the northeast to southwest direction,and the center of gravity continues to move to the direction of‘southwest to northeast’.After 2014,the center of gravity is mainly located in Jingzhou City.(4)The synergistic effect of urban pollution reduction and carbon reduction in the Yangtze River Economic Belt is driven by precipitation,air circulation coefficient,industrial structure upgrading,per capita GDP,green technology innovation,population density,and opening up.The impact of these driving factors is spatially heterogeneous.The study shows that the synergistic effect of urban pollution reduction and carbon reduction in the Yangtze River Economic Belt shows a gradual optimization trend,and there are significant differences in spatial evolution characteristics and the influence of driving factors.We should promote the coordinated development of pollution reduction and carbon reduction by giving full play to the overflowing and synergistic effect among cities and carry out work according to local conditions.
