摘要
目的分析职业病危害风险评估分级和风险矩阵方法相结合用于煤矿单位职业病危害防治综合管理的意义,为煤矿单位制定更加精准的职业病危害防治综合管理策略。方法2021年4—11月采用危害分析与关键控制点法确定神东煤炭集团所属13家煤矿单位的职业病危害关键控制点。通过对常用职业病危害风险评估方法对比分析,选取职业病危害风险综合评价模型对煤矿单位职业病危害风险进行评估计算。将职业病危害风险综合评估分级和职业病危害防护措施分级结合,构建适用于煤矿单位的职业病危害综合管理风险矩阵。结果煤矿单位多因素职业病危害风险综合评价指数计算结果表明,运输作业为低度风险作业(0.2)、采煤作业为高度风险作业(3.7)、掘进作业为极度风险作业(10.0)。煤矿单位职业病危害综合管理风险评估结果表明,采煤作业和掘进作业职业病危害综合管理风险属于较重风险级别(B)、运输作业属于轻微风险级别(D)。不同综合管理风险级别对应不同的职业病危害防治管理措施。结论职业病危害综合管理风险评估结果与煤矿单位的职业病危害防治管理情况基本相符,职业病危害综合管理风险矩阵能够较好指导煤矿单位职业病危害防治的综合管理和分级分类管理。
Objective This study aims to analyze the significance of combining occupational hazard risk assessment grading and the risk matrix method for the comprehensive management of occupational hazard prevention and control in coal mines.It seeks to provide more precise strategies for comprehensive management of occupational hazard prevention and control in coal mines.Methods From April to November 2021,the hazard analysis and critical control point method were used to determine the critical control points for occupational hazards in 13 coal mines under Shendong Coal Group.By comparing various occupational hazard risk assessment methods,a comprehensive evaluation model for occupational hazard risk was selected to evaluate the occupational hazard risk in coal mines.The research then combined the comprehensive assessment and classification of occupational hazards with the classification of occupational hazard protection measures to construct a comprehensive management risk matrix for occupational hazards suitable for coal mines.Results The calculation results of the comprehensive evaluation index for multi-factor occupational hazards in coal mines show that transportation operations are low-risk operations(0.2),coal mining operations are high-risk operations(3.7),and excavation operations are extremely high-risk operations(10.0).The comprehensive management risk assessment results of occupational hazards for the main operations in coal mines indicate that mining and excavation operations belong to the relatively serious risk level(B),while transportation operations belong to the minor risk level(D).Different levels of comprehensive management risk correspond to different occupational hazard prevention and control management measures.Conclusions The evaluation results of the comprehensive management risk of occupational hazards are basically consistent with the occupational hazard prevention and control management situation in coal mines.The comprehensive management matrix for occupational hazards is a better guide for the comprehensive management and hierarchical classification management of occupational hazards prevention and control in coal mines.
