基于4R危机管理理论的中小学应急能力评估

摘要 为提升中小学应对突发事件的能力,基于4R危机管理理论构建中小学应急能力评估指标体系;使用层次分析法(AHP)和最优最劣法(BWM)确定组合权重,并采用模糊综合评价法确定中小学应急能力等级;该方法在常州某小学得到应用。应用结果表明:该小学应急能力等级为“中”,总体处于可接受水平。根据评估结果提出该小学应急管理工作的改进措施。 In order to improve the emergency ability of primary and middle schools to deal with emergencies,firstly,accord-ing to the 4R crisis management theory,an evaluation index system for emergency ability of primary and middle schools was established.Secondly,the combination weight was determined by using Analytic Hierarchy Process(AHP)and Best Worst Method(BWM),and the emergency ability level of primary and middle schools to deal with emergencies was determined by using fuzzy comprehensive evaluation method.Finally,the evaluation system and methods were used in a primary school of Changzhou City.The results show that the emergency ability level of the primary school is"medium",which is generally at an acceptable level.Based on the results,relevant suggestions are put forward to improve the emergency management work of the primary school.
