摘要
数字鸿沟是一种新的发展不平衡,弥合数字鸿沟是数字经济时代促进共同富裕的关键举措。从形成因素来看,有互联网接入差异造成的数字鸿沟、数字技术应用差异导致的数字鸿沟、数据信息资源享有差异引发的数字鸿沟、数据思维方式差异引发的数字鸿沟。数字鸿沟的表现形式有代际数字鸿沟、城乡数字鸿沟、产业层面的数字鸿沟、企业层面的数字鸿沟、区域层面的数字鸿沟。数字鸿沟是数字经济时代新的贫富差距,带来了数字经济时代新的不平等,对公平、数据资源共享、企业技术创新、区域协调发展有重要影响。针对我国数字鸿沟形成因素和影响,需要从数字经济核心技术的开发与普及、数字经济对传统产业的改造、全民数字素养与技能的提升、区域与城乡数字基础设施差异缩小等方面进行数字鸿沟的治理。
The digital divide represents a new form of imbalance in development,and bridging this gap is a key measure to promote common prosperity in the era of the digital economy.The formation factors of the digital di-vide include differences in Internet access,digital technology applications,data information resources,and data thinking patterns.In China,the manifestations of the digital divide include intergenerational digital divide,urban-rural digital divide,industrial digital divide,enterprise digital divide,and regional digital divide.The digital divide is a new wealth disparity in the digital economy era,bringing about new inequalities in the digital economy era,which has a significant impact on fairness,sharing of data resources,technological innovation of enterprises,and regional coordinated development.In response to the factors and impacts of the digital divide,it is essential to gov-ern the digital divide through the development and popularization of core technologies in the digital economy,the transformation of traditional industries by the digital economy,the enhancement of digital literacy and skills of the entire population,and the reduction of disparities in regional digital infrastructure.
