摘要
推动黄河流域生态治理是调节黄河水沙关系、缓解水资源供需矛盾的迫切需要,也是践行生态发展理念,防范和化解生态安全风险的现实要求。基于协同治理理论分析视域,以青海省治理实践为例,探析了黄河流域生态治理的内在机理,在总结治理经验基础上,深刻分析了黄河流域生态治理中面临的现实困境,并针对性提出创新路径:树牢流域生态协同治理的绿色价值理念,完善流域生态协同治理的协同共治机制,增强数字赋能流域生态协同治理的综合效能,推动流域生态协同治理的互惠共生。黄河流域生态治理是促进黄河流域高质量发展,让黄河成为造福人类幸福河+的关键。
Promoting ecological governance in the Yellow River Basin is an urgent need to coordinate the relationship between water and sediment in the Yellow River and alleviate the contradiction between supply and demand of water resources,as well as a practical need to practice the concept of ecological development and prevent and resolve ecological security risks.Based on the theoretical analysis of collaborative governance,this study takes the governance practice of Qinghai province as an example to explore the internal mechanism of ecological governance of the Yellow River Basin.Combined to the summary of governance experience,this study deeply analyzes the new problems faced in ecological governance of the Yellow River Basin,and puts forward targeted innovation paths of establishing the green value concept of basin ecological collaborative governance,improving the collaborative co-governance mechanism of basin ecological collaborative governance,enhancing the comprehensive efficiency of digital empowerment basin ecological collaborative governance,and promoting the mutualism and symbiosis of basin ecological collaborative governance.Ecological governance of the Yellow River Basin is the key to promoting high-quality development of the basin and making the Yellow River a river that benefits human happiness.
