摘要
民用直升机的型号合格审定基础是开展型号合格审定的依据,是直升机型号及其设计更改是否能够获得适航当局批准的判断准则。在以往国内民用直升机的研制和适航取证过程中,没有一个完善的审定基础分析方法和清晰的流程。该文通过对美国FAA和中国CAAC颁布的有关航空器型号合格审定设计,更改审定基础确定指导材料的分析,结合AC311A型直升机取证过程实践,总结出民用直升机设计更改审定基础的分析方法和流程,使得审定基础分析和确认更加科学化、合理化、规范化。
The basis for the type certification of civil helicopters serves as the foundation for conducting type certification;therefore,it is the criterion for determining whether the helicopter model,and its design changes can obtain approval from the airworthiness authority.In the past,during the development and certification process of civil helicopters in China,there was no comprehensive analysis method for the certification basis and no clear process.This paper summarizes the analysis method and process for the certification basis of civil helicopter design changes by analyzing the guidance materials issued by the U.S.FAA and China CAAC on the determination of the certification basis for aircraft type certification and design changes,in combination with the certification process practice of the AC311A helicopter model,thus making the analysis and confirmation of the certification basis more scientific,rational,and standardized.
