摘要
年度国土变更调查是依据《土地管理法》和《土地调查条例》开展的一项重要国情基础调查工作。近年来,围绕生态文明建设、自然资源管理体制改革、高质量发展等目标,变更调查成果成为自然资源领域督察、考核、审计的基础材料之一,对调查工作提出了更高要求。系统分析了新时期国土变更调查工作的重大变化和挑战,思考了实施模式、技术方法、工作机制等关键问题;并通过广州市变更调查工作实践,实现了对国土利用变化信息的动态监控和全面掌握,为自然资源精细化管理提供了基础与支撑。
The annual land-use change survey is an important national basic survey carried out in accordance with the Land Administration Law of the People’s Republic of China and the Land Survey Regulations.In recent years,around the goals of ecological civilization construction,natural resource management system reform and high-quality development,the results of land-use change survey have become one of the basic materials for supervision,assessment and auditing in the field of natural resources,putting higher demands on the survey work.We systematically analyzed the major changes and challenges in the works of land-use change survey in the new era,innovated key issues such as implementation mode,technical method and work mechanism,and achieved dynamic monitoring and comprehensive grasp of land-use change information through the practices of change survey in Guangzhou,providing a basis and support for the refined management of natural resources.
