摘要
驻村干部培训评估是全面推进乡村振兴的重要抓手。实地调研滇西边境M镇,采用文献研究、个别访谈法,发现其尚未构建科学有效的驻村干部培训评估体系,存在被评估对象单一、未建立评估数据库等问题。基于CIPP模型等理论,引入三级评估指标,以时间为轴,构建“前评估—中评估—后评估”驻村干部培训全程评估体系,指出评估体系实施注意事项为定性与定量结合,优化评估体系;坚持与时俱进,明确评估重点;注重过程监督,畅通评估反馈;推进结果运用,增强内外效益。
The evaluation of training for village cadres is an important starting point for comprehensively promoting rural revitalization.Through field investigation of M town in western Yunnan border,literature research and individual interviews,it is found that a scientific and effective evaluation system of training for village cadres has not yet been established,and there are some problems such as single evaluation object and the lack of an evaluation database.Based on the CIPP model and other theories,the three-level evaluation indexes are introduced,and the whole process evaluation system of“pre-evaluation,mid-evaluation,post evaluation”training for village cadres is constructed with time as the axis.It is pointed out that the matters needing attention in implementation of the evaluation system are the combination of qualitative and quantitative,and the evaluation system is optimized;persist in stepping with the times and clarify the evaluation focus;focus on process supervision and smooth evaluation feedback;promote the application of results and enhance internal and external benefits.
