摘要
我国深入推进“以人为本”的新型城镇化,以不断满足人民群众对医疗卫生服务的需求,同时也给新型城镇化发展地区的卫生健康事业带来了挑战。新型城镇化发展地区资源配置不均衡、不充分的问题较为突出,还面临设施建设、人员配置及能力建设不足,多部门、多学科、多机构的配合协同机制不完善等诸多问题。本文以目前新型城镇化发展下的基层医疗服务体系建设中的问题入手,提出新型城镇化背景下的基层医疗机构布局规划中需要重点关注的问题,以期为相关地区的基层医疗机构布局规划提供参考。
China is further promoting new"people-oriented"urbanization,to constantly meet the people's demand for medical and health services,but also bringing challenges to health in new urbanization development areas.The unbalanced and inadequate allocation of resources in new-type urbanization development areas is a serious problem,and they also face many problems such as inadequate facility construction,personnel allocation and capacity building,and imperfect coordination mechanisms among multiple departments,disciplines and institutions.This paper starts with the problems in the construction of primary medical service system under the development of new urbanization,and puts forward the problems that need to be paid attention to in the layout planning of primary medical institutions under the background of new urbanization,in order to provide references for the layout planning of primary medical institutions in relevant regions.
