摘要
省会城市是引领长江中游地区高质量发展的主要空间动力,也是推动都市圈、城市群发展的重要基础。其中,营商环境作为城市发展的软实力,对于长江中游省会城市的经济发展至关重要。因此,通过构建城市营商环境评价指标体系,采用熵权法对2017—2021年长江中游地区的3个省会进行实证研究。结果显示:长江中游地区中,武汉市和长沙市营商环境指数表现为上涨态势,南昌市的营商环境出现下降特征,且市场环境、公共环境和政务环境在各省会城市之间仍存在差距,长江中游省会城市也面临法治环境和生态环境挑战。针对上述问题,从加强跨城市合作与学习、优化公共环境建设、改进政务环境建设、推动法治环境建设、生态优先和绿色发展等方面提出优化长江中游省会城市的营商环境的建议。
Provincial capital cities are the main spatial driving force for leading high-quality development in the middle reaches of the Yangtze River,and also an important foundation for promoting the development of metropolitan areas and urban agglomerations.One of the key elements influencing the economic development of provincial capital cities situated in the middle reaches of the Yangtze River is the business environment.It is regarded as urban development’s soft strength.This paper builds a doing business evaluation system for the provincial capital cities in the middle reaches of Yangtze River.Entropy weight analysis were used to empirically analyzes the level of the business environment from 2017 to 2021.It is point out that the business environment index of Wuhan and Changsha indicates an upward trend,while the business environment of Nanchang is characterized by a decline.There are still disparities in the market environments,public environments,and governmental environments among the provincial capitals.It also faces difficulties related to the rule of law environment and ecological environment.Recommendations are provided to improve the business environment in the middle-reaches of the Yangtze River capital cities by enhancing cross-city collaboration and learning,optimizing the development of the public environment,enhancing the development of the government affairs environment,encouraging the development of the rule of law environment,and placing an emphasis on ecology and green development in response to the aforementioned issues.
