摘要
在新质生产力背景下,不断推动我国科技创新从跟踪、集成式创新向原始性、颠覆性创新转变是国家战略科技力量建设的题中应有之义。出于新质生产力的发展需求,国家战略科技力量的建设逻辑应从创新驱动发展演进为更强调通过前沿技术和颠覆性技术突破来引领产业变革和经济发展的创新引领发展。基于这一逻辑转变,国家战略科技力量应不断推动我国科技创新从跟踪、集成式创新向原始性、颠覆性创新转变,基于原始创新和颠覆性创新,着力构建现代化产业体系,尤其是培育和发展未来产业。实践中,新质生产力背景下国家战略科技力量建设的重点任务包括培育以先导能力为核心的可持续竞争优势、围绕产业创新强化创新联合体建设,以及深化体制机制改革强化基础保障。
The development of new quality productive forces is a strategic imperative for promoting high⁃quality growth and achieving the great rejuvenation of the Chinese nation.National strategic scientific and technological strength are crucial for tackling key core technologies,advancing cutting⁃edge industrial technologies,achieving breakthroughs in disruptive technologies,and strengthening autonomous innovative capabilities.Although academia has accumulated a systematic body of knowledge about new quality productive forces and national strategic scientific and technological strength,research on their development against the backdrop of new quality productive forces remains insufficient.This paper first delineates the concept and characteristics of new quality productive forces and analyzes the essence and mission of national strategic scientific and technological strength in the new era.It then outlines the logical evolution of building up the national strategic science and technology strength against the backdrop of new quality productive forces.Furthermore,the paper explores the internal mechanisms of building up the national strategic science and technology strength against the backdrop of new quality productive forces:leading scientific progress and technological revolutions through original innovations,supporting national strategic high grounds with disruptive innovations,and thereby constructing a modern industrial system centered on future industries to implement national strategies.Lastly,it analyzes the key tasks in building up the national strategic science and technology strength against this backdrop,including enhancing the leading capabilities of innovation entities,strengthening the construction of innovation consortia,and accelerating institutional and mechanism innovation,with the ultimate goal of optimizing the scientific and technological innovation system and enhancing industrial competitiveness to propel high⁃quality economic development and achieve technological self⁃reliance.This paper contributes to existing research by analyzing the construction logic,internal mechanisms,and key tasks of building up the national strategic science and technology strength from the perspectives of the concept and characteristics of new quality productive forces and the essence and mission of national strategic strength.It reveals the differences and similarities in the logic of building up the national strategic science and technology strength against the background of traditional and new quality productive forces,argues that the internal mechanisms in the context of new quality productive forces involve constructing a modernized industrial system through original and disruptive innovations and analyzes the key tasks to achieve this goal,providing theoretical references for optimizing the positioning and layout of national strategic scientific and technological strength and for policy formulation by relevant government departments.
