摘要
在数字产业化、产业数字化快速发展的今天,数据作为重要资源和生产要素,其重要性不断提升,数据安全已上升至国家战略地位。加强数据安全治理,构建立体的、全方位的数据安全防护体系,不论是对个人或市场主体的隐私保护,还是对社会公共利益和国家安全,都具有重大意义。本文以数据全生命周期安全管理为切入点,结合市场监管系统公共数据管理实际,建立了一套完善的安全防护体系,明确各阶段的保护要求和可以采取的防护措施与加密技术等。一方面有利于合理分配数据防护资源,降低防护成本,另一方面可以促进市场监管公共数据在机构间、行业间的安全应用与共享,进一步挖掘与实现数据价值。
In today's era of rapid development of digital industrialization and industrial digitalization,data,as an important resource and production factor,is becoming increasingly important,and data security has been elevated to a national strategic level.Strengthening data security governance and establishing a threedimensional,comprehensive data security protection system is of great significance for protecting the privacy of individuals or market entities,safeguarding social public interests and national security.This paper takes data security management throughout its lifecycle as the entry point,and combines the actual situation of public data management in the market supervision system to establish a complete set of security protection system.It clarifies the protection requirements and the available protection measures and encryption technologies at each stage.On the one hand,it is beneficial to rationally allocate data protection resources and reduce protection costs.On the other hand,it can promote the safe application and sharing of market supervision public data among institutions and industries,further unlocking and realizing the value of data.
