摘要
应急动员是有效应对城市社区复杂多样社会风险的关键路径,基层党组织在我国城市社区应急动员中发挥着引领作用。基于嵌入理论与结构化理论,党建引领城市社区应急动员的“结构-行动”逻辑得以构建。基层党组织通过全面嵌入社区治理的组织架构,实现城市社区应急动员中党建引领的行动力与整合力。具体来说,在城市社区应急动员中,通过基层组织建设、社区应急管理制度贯通与社区多元行动者整合,基层党组织实现了社区应急动员的结构性嵌入,这种结构性嵌入使社区价值同构、社区应急制度、专业人才与管理技术下沉等一系列党建引领下的基层应急行动得以可能。通过对我国七地市(自治州)八个街道办下辖若干城市社区进行半结构化访谈与实地调研可以发现,组织架构不健全、情感动员不足、行动能力欠缺造成了党建引领城市社区应急动员的结构悬浮化、行动刚性化、效能弱化等“结构-行动”困境。对此,应该加强基层党组织的引领作用,有力实施城市社区应急动员的组织整合、价值同构、制度优化、人才吸纳与数字赋能等提升策略,推进党建引领城市社区应急动员的效能提升。
Emergency mobilization is an effective pathway for dealing with complex and diverse social risks in urban communities.Meanwhile,primary-level Party organizations play a leading role in emergency mobilization in urban communities in China.Based on the embeddedness theory and structuration theory,the“structure-action”logic of urban community emergency mobilization guided by Party building has been constructed.The primarylevel Party organizations are fully embedded in the organizational structure of community governance to enhance the power of the action and integration guided by Party building in urban community emergency mobilization.Specifically,in urban community emergency mobilization,primary-level Party organizations have realized the structural embedding of community emergency mobilization through the construction of primary-level Party organizations,the integration of the community emergency management system and the integration of multiple actors in the community.The structural embedding has made a series of primary-level emergency actions guided by Party building possible,such as the isomorphism of community values,the community emergency response system,and the sinking of professional talents and management techniques.Through semi-structured interviews and field research on urban communities managed by eight sub district offices in seven cities(autonomous prefectures),we have found that the structural suspension,action rigidity,and weak effectiveness of urban community emergency mobilization guided by Party building stem from the structural inadequacy of the organization,inadequate mobilization of emotions,and a lack of action capacity,ultimately leading to the“structure-action”dilemma.To enhance the effectiveness of urban community emergency mobilization guided by Party building,it is imperative to strengthen the guiding role of primary-level Party organizations and implement enhancement strategies,including organizational integration,value isomorphism,institutional optimization,talent absorption and digital empowerment of urban community emergency mobilization.
