摘要
在高度重视“三农”问题与生态文明建设的今天,乡村环境治理已成为推进国家治理体系与治理能力现代化的重要内容,关系着乡村、社会乃至国家的发展与建设。我国乡村环境治理经历了初步探索阶段、逐步推进阶段及深化发展阶段,取得了巨大的成绩,但在推进乡村全面振兴的新情境下,环境治理仍有一定的提升空间。“三治融合”视域下乡村环境治理的推进,需充分挖掘乡村自治资源、法治资源及德治资源,并强化三者之间的融合。通过基础性力量、规范性力量及价值性力量的协同,有力推动乡村环境治理行稳致远。
Currently,great attention is paid to“The Three Rural Issues”and the ecological civilization construction,rural environment governance constitutes an essential part of the national governance system and capacity enhancement,which is concerned with the development and construction of the rural areas,the society and even the whole country.Great achievements mainly go through three major stages and make great achievements in China’s rural environment governance,namely,the initial exploration stage,the gradual promotion stage and the deepening development stage.Huge room still exists for improvement in this new comprehensive rural revitalization context.To promote rural environment governance from the perspective of“Three Governances Integrated”,it is necessary to fully explore and to strengthen the integration of the resources in rural autonomy,legal governance and virtue-based governance.A coordination of basic forces,normative forces and value forces means to effectively promote the stable and long-term rural environmental governance.
