摘要
在应对气候变化和推动能源结构转型的背景下,我国提出了双碳政策。实现双碳目标需要依靠一系列关键的核心技术,而激励机制的存在能够推动技术的发展。在发展双碳核心技术上,不仅需要政府制定一系列激励政策来规范约束,也需要发挥市场激励作用,发动全社会加入其中。文章简单介绍了一些国内外的双碳技术激励机制,指出我国需要改善的地方。最后,实现双碳技术突破需要多方协同发力,优化技术激励体制机制,从而高水平支撑碳达峰碳中和目标的实现。
In the context of addressing climate change and promoting energy structure transformation,China has proposed the dual carbon policy.Realizing the dual carbon goal requires a series of key core technologies,and the existence of incentive mechanisms can promote the development of technology.In the development of dual carbon core technologies,it is necessary for the government to formulate a series of incentive policies to regulate and constrain,and at the same time,it is also necessary to play the role of market incentives to mobilize the whole society to join.This article briefly introduces some incentive mechanisms for dual carbon technology at home and abroad,and points out the areas that need improvement in China.Finally,achieving breakthroughs in dual carbon technology requires collaborative efforts from multiple parties,optimizing the technology incentive system and mechanism,in order to provide high-level support for achieving carbon peak and carbon neutrality goals.
