摘要
基于劳动力回流迁移理论与政策功能构建分析框架,分析我国农村订单定向医学生免费培养的政策引导回流机制。结果发现,引导回流机制的运作逻辑在于政策功能及其力的作用,预约功能(拉力牵引)、限定功能(规制力约束)与激励功能(引力驱动)共同促成定向医学生的回流。但政策功能下的引导回流机制也存在不足,表现为预约对象回流动力与农村地区牵引力不足、回流限定条件与医学生自我发展相悖、回流激励措施与定向医学生权益错位。需围绕定向医学生契约遵守、主体选择、专业保障等方面,不断完善政策功能定位发挥作用力,优化引导回流机制增强运作效用,确保定向医学生如期回流并长期扎根农村。
Based on the theory of return migration and the construction of an analytical framework of policy functions,this paper analyzes policy-guided return of medical students in compulsory rural service directed medical student free training program in China.The results show that the operation logic of the policy-guided return mechanism lies in the function of policy and its force.The reservation function(pulling force),the limiting function(regulating constraint)and the incentive function(gravitational drive)all contribute to the return of medical students in the program.However,the mechanism of policy-guided return under the policy functions has shortcomings,which are manifested as insufficient return impetus and rural traction of the reserved objects,contradiction between the restrictive conditions of return and the self-development of medical students,and damages of return incentive measures and the rights and interests of targeted medical students.It is necessary to focus on contract compliance,personal selection,professional guarantee and other aspects of targeted medical students,and constantly improve the functional positioning of policies to play an active role,optimize the return mechanism to enhance operational effectiveness,and ensure that targeted medical students return on time and take root in rural areas for a long time.
