摘要
基于行业规章的规范属性限制、行业成员价值目标的多元离散以及执行督导机制的先天不足,行业规章长期面临执行难的现实困境。社会主义核心价值观融入行业规章执行环节,为缓解执行困境提供了良好思路。二者在价值目标和发展路径上的契合和适配,也为其有机融合提供了可行性。社会主义核心价值观以提升行业成员的道德自律性为突破口,引领行业价值共识并坚定行业发展目标,形塑以声誉反馈和多元协同为支柱的执行监督机制,实现价值引导与制度约束的耦合,从而提升行业规章的执行效力。
Due to the regulatory limitations of industry regulations,the diverse and dispersed value goals of industry members,and the inherent shortcomings of the supervision mechanism,industry regulations have faced practical difficulties in implementation.However,the fusion of the core values of Chinese socialism into the implementation of industry regulations provides ideas for resolving this problem.Moreover,the adaptation of value goals and development paths also provide feasibility for this fusion.The core values of Chinese socialism takes enhancing the moral selfdiscipline of industry members as a breakthrough point,leading the value consensus and development goals of the industry community,shaping a supervision mechanism supported by public opinion feedback and diverse collaboration,and jointly establishing a set of effective rules based on core values.By coupling value guidance and institutional constraints,the implementation effectiveness of industry regulations is improved.
