摘要
《“十四五”全国档案事业发展规划》对全国档案事业提出了“全面推进档案治理体系建设,提升档案治理效能”的档案治理目标,高校档案工作作为全国档案事业的重要组成部分,也要加快建设高校的档案治理体系,提升高校档案治理能力,融入国家档案治理体系建设中。借鉴国家治理体系构建的方法策略,将高校档案治理体系划分为档案治理主体结构、治理功能、治理方法、治理运行四个模块,科学地构建高校档案治理体系,以此来促进多方主体参与,提高高校档案治理能力,促进高校档案事业发展。
The 14th Five-Year Plan for the Development of National Archives puts forward the archives management goal of"comprchensively promoting the construction of archives management system and improving the efficiency of archives management"for the national archives undertaking.As an important part of the national archives undertaking,it is neessary to accelerate the construction of the archives management system of universities,improve the archives management capabilities of universities,and integrate it into the construction of the national archives management system.Drawing lessons from the methods and strategies of national govemance system construction,the university archives govemance system is divided into four modules:main structure of archives goverance,govemance function,gowemance method,and govemance operation.The university archives.govemance system is scientifically constructed to promote the participation of multiple subjects and improve the ability of university archives management to promote the development of university archives.
