区域生态保护与高质量发展耦合协调评价问题探讨

摘要 区域生态保护与高质量发展耦合协调评价涉及资源、环境、经济、社会等学科,是连接区域可持续发展理论和实践的重要桥梁。为推动区域生态保护与高质量发展协调评价理论和实践的深入发展,针对生态保护与高质量发展耦合协调评价中存在的概念不明确、耦合协调模型计算有误区、定量评价计算与物理解析相分离等问题,基于评价对象、评价指标、评价目标的系统综合评价三要素原则,重点探讨区域生态保护与高质量发展耦合协调评价中的耦合度评价、耦合协调度评价等基本概念,以及单指标评价函数、指标权重、系统综合指标评价函数、耦合协调度计算存在的具体问题。提出采用物理解析与定量计算相结合的方法改进现有耦合协调评价方法的不足,引入集对分析等计算智能方法和戴明循环法以不断改进、开拓和创新系统间耦合协调评价方法。 The coupling coordination evaluation of regional ecological protection and high⁃quality development involves disciplines such as re⁃sources,environment,economy and society,and is an important bridge connecting the theory and practice of regional sustainable develop⁃ment.In order to promote the in⁃depth development of the theory and practice of coordinated evaluation of regional ecological protection and high⁃quality development,and address the issues of unclear concepts,erroneous calculation of coupling coordination models,and separation between quantitative evaluation calculation and physical analysis in the coupling coordination evaluation of ecological protection and high⁃quality development,based on the three element principle of system comprehensive evaluation of evaluation objects,evaluation indicators,and evaluation objectives,this paper focused on exploring the basic concepts of coupling degree evaluation and coupling coordination degree evaluation in the coupling coordination evaluation of regional ecological protection and high⁃quality development,as well as important issues such as single indicator evaluation function,indicator weight,system comprehensive indicator evaluation function,and coupling coordination degree calculation.It proposed to improve the shortcomings of existing coupling coordination evaluation methods by combining physical analy⁃sis with quantitative computation,and introduce computational intelligence methods such as set pair analysis and the Deming cycle method to continuously improve,explore and innovate the coupling coordination evaluation method between systems.
