摘要
党的二十届三中全会公报再次强调:要因地制宜发展新质生产力,加快培育外贸新动能;加强涉外法治建设。在法治轨道上全面推进社会主义现代化,加快提升新质生产力也必然要求推进中国式现代化涉外法治。“原则”是人类社会基本遵循,承载着法治体系秉承的思想理念、内涵的价值取向和明确的目标定位,是规导和评判法治体系善与恶的基本维度。在提升新质生产力导向下推进中国式现代化涉外法治,也必然遵循世界公认的国际关系基本准则,倡导遵循五个基本原则维度:坚持人类命运共同体理念、坚持以人民为中心、坚持法治文明包容互鉴、恪守诚信透明和奉行公平共赢。
To comprehensively promote socialist modernization on the track of rule of law and accelerate the improvement of new quality productivity will inevitably require the promotion of Chinese-style modern foreign rule of law.“Principle”is basically followed by human society,carrying the ideology,connotation of the value orientation and clear goal orientation of the rule of law system,and is the basic dimension to guide and judge the good and evil of the rule of law system.To promote the Chinese-style modernization of foreign-related rule of law under the guidance of improving new quality productivity,we must also follow the universally recognized basic norms governing international relations,and advocate following five basic principles:upholding the vision of a community with a shared future for mankind,putting people first,upholding the rule of law,promoting inclusiveness and mutual learning,upholding integrity and transparency,and upholding fairness and win-win results.
