摘要
为探究国内“专精特新”上市企业创新效率的现状和影响因素,根据区域创新系统理论,以国内北交所上市的147家“专精特新”企业年报数据为样本,运用三阶段DEA和Tobit模型对其进行创新效率分析。研究结果表明,在考虑环境影响和统计噪声的条件下,企业的平均创新效率为0.539,纯技术效率在影响企业创新效率上发挥关键作用;在剔除环境变量和干扰项后,创新效率和纯技术效率均有所提升,纯技术效率提升更为明显,由0.580升至0.812,增幅达到40%,而规模效率则有所下降。研究发现,企业股权结构的稳定性、城市开放度以及政府补贴能够对“专精特新”上市企业创新效率产生积极影响,创新资源投入和营商环境等因素对创新效率产生明显促进作用。建议企业合理控制大股东持股比例和完善公司治理,稳定对创新资源的持续投入。并建议相关部门进一步明确奖补政策目标,精准选择扶持对象,通过增强政策适配性来推动国内“专精特新”企业创新效率的提升。
In order to investigate the current situation and influencing factors of the innovation ef-ficiency of domestic“The Specialized and Sophisticated SMEs”,based on the theory of regional inno-vation system,analyse the innovation efficiency of 147“The Specialized and Sophisticated SMEs”list-ed on the Bejing Stock Exchange with the data from their annual reports,and useing the three-stage DEA and Tobit model to analyse the innovation efficiency of these enterprises.The three-stage DEA and Tobit models are used to analyse their innovation efficiency.The results of the study show that the average innovation efficiency of the enterprises is 0.539 and the pure technical efficiency plays a key role in influencing the innovation efficiency of the enterprises under the condition of considering the environmental impact and statistical noise;And after removing the environmental variables and interfer-ence terms,the innovation efficiency and the pure technical efficiency both improve,and the pure tech-nical efficiency improves more obviously,from 0.580 to 0.812,with an increase of 40%,but the scale efficiency is declined.It is found that the stability of enterprise shareholding structure,the openness of the city and government subsidies can positively affect the innovation efficiency of"The Specialized and Sophisticated SMEs",and the factors such as investment in innovation resources and the business environment can significantly promote the innovation efficiency.It is suggested that enterprises should reasonably control the proportion of shares held by major shareholders and improve corporate gov-ernance,so as to stabilise the continuous investment in innovation resources.It is also suggested that the relevant departments should further clarify the objectives of the subsidy policy,precisely select the support targets,and promote the innovation efficiency of domestic“The Specialized and Sophisticated SMEs”by enhancing the appropriateness of the policy.
