摘要
数字赋能乡村治理效能提升是推进乡村治理体系和治理能力现代化的内在要求,也是实现乡村全面振兴的必然要求。以全国30个省份为研究对象,在构建数字化转型和乡村治理效能评价指标体系基础上,运用熵值法测度省域数字化转型与乡村治理效能水平,并分析二者的耦合协调度与障碍因子。研究发现:我国乡村数字化水平整体上呈增长态势,乡村治理效能水平保持平稳,数字化转型和乡村治理效能均存在明显的区域差异,东部地区显著优于中西部地区。我国数字化转型与乡村治理效能的耦合协调度逐年递增,但整体耦合协调度不高,仍处于失调阶段;东部部分省份能够实现数字化转型与乡村治理效能的耦合协调。数字应用发展是乡村数字化转型的首要障碍因子,民生治理、经济治理、组织治理与生态治理是乡村治理效能的主要障碍因子。为此,应因地制宜推进数字乡村建设,重点提升西部地区乡村治理效能,驱动乡村数字技术应用与乡土社会有效适配。
The improvement of digitally empowered rural governance efficiency is an inherent requirement for promoting the modernization of the rural governance system and governance capacity and an inevitable need for realizing the overall revitalization of rural areas.Taking 30 provinces in China as the research objects,based on the construction of the evaluation index system of digital transformation and rural governance efficiency,this paper uses the entropy method to measure the level of provincial digital transformation and rural governance efficiency.It analyzes the coupling coordination degree and obstacle factors of the two.It is found that the story of rural digital transformation in China is on the rise as a whole,and the level of rural governance efficiency remains stable.There are pronounced regional differences in digital transformation and rural governance efficiency,and the eastern region is significantly better than the central and western regions.The coupling coordination degree in China's digital transformation and rural governance efficiency is increasing yearly.However,the overall coupling coordination degree is not high and is still in the imbalance stage.Some eastern provinces can achieve the coupling and coordination of digital transformation and rural governance efficiency.Digital application development is the primary obstacle to rural digital transformation.The main challenges to rural governance efficiency are people's livelihood and economic,organizational,and ecological governance.Therefore,we should promote the construction of digital villages according to local conditions,focus on improving the efficiency of rural governance in the western regions,
