摘要
党的二十届三中全会开启了教育综合改革指向全面创新的新航向,具有里程碑意义。教育综合改革全面创新指向的中国理路,不同于西方国家遵从市场和资本逻辑,注重分散选择与个性实施,而遵从政治、人民和战略逻辑,注重集中统筹与协同实施。从原因机理上看,教育综合改革全面创新指向是推进中国式现代化、赢得世界百年变局主动、完善国家创新体系、加快教育强国建设、深化教育综合改革的必然要求。从内涵意蕴上看,教育综合改革分别指向教育改革本身、教育事业发展、教育科技人才体系、整个国家和社会等场域的全面创新。从实施框架上看,教育综合改革需健全新型举国体制、重塑教育生态系统、变革组织形式、升级综合保障体系、完善整体效能评估,通过组织全社会改革教育、改革教育关系场、推进网络式改革、促进改革体系现代化、审视改革贡献度等路径指向全面创新。
The Third Plenum of the 20th Central Committee of the Communist Party of China(CPC)has launched a new direction towards comprehensive innovation in education reform,which is of milestone significance.The Chinese path of comprehensive education reform and innovation is different from western countries that follow a market and capital logic,which focuses on decentralized selection and personalized implementation,and follows political,people’s,and strategic logic,and emphasizes centralized planning and coordinated implementation.From the perspective of cause mechanism,the comprehensive innovation of comprehensive education reform is an inevitable requirement to promote Chinese path to modernization,to win the initiative of changing the world’s situation for a century,to improve the national innovation system,to accelerate the construction of a powerful education country,and to deepen the comprehensive education reform.From the perspective of connotation,comprehensive education reform refers to comprehensive innovation in various fields such as education reform itself,the development of education,the education technology talent system,and the entire country and society.From the perspective of implementation framework,comprehensive education reform needs to improve the new national system,reshape the education ecosystem,transform organizational forms,upgrade the comprehensive guarantee system,and improve overall efficiency evaluation.Through organizing the whole society to reform education,reforming the education relationship field,promoting network-based reform,promoting the modernization of the reform system,and examining the contribution of reform,it aims to achieve comprehensive innovation.
