摘要
近年来,PPP模式(Public-Private Partnership)在全国范围内大力推进。PPP模式是我国政府公共治理机制改革的重要体现,也是新时期经济和社会发展的必然要求。在政府与社会资本合作中,构建平等互利、合作共赢的关系是PPP项目健康发展的基础,同时,公私伙伴关系中契约精神的维系和培育,需要以健全的法律体系为支撑和保障。
Since 2014, PPP mode has been vigorously promoted throughout the country. PPP mode is the main embodiment of the reform of public governance mechanism of our country, and also the inevitable requirement of economic and social development in the new period. In the cooperation of government and social capital, the construction of equality and mutual benefit, cooperation and win-win relationship is the basis for the healthy development of PPP mode, while the maintenance and cultivation of the spirit of the contract in the public-private partnership need the support and protection of the sound legal system.
