摘要
高校国际联盟作为各国高校创新交流合作的重要范式,近些年来持续受到社会各界的广泛关注。在“一带一路”倡议和“双一流”建设计划的双重驱动下,自2015年起,我国高校牵头共建一批旨在服务“一带一路”倡议实施的高校国际联盟,有力地促进了我国高校与“一带一路”共建国家高校的交流合作。“一带一路”高校国际联盟是我国教育高水平对外开放的重要载体,有助于我国高校在“一带一路”建设中积极开展人才培养、科学研究、文化沟通、政策研究、社会服务等方面的国际合作,充分整合优质资源,增进相互间的理解与友谊,推动形成稳定持久的共同价值。文章以“一带一路”航天创新联盟为例,基于对其成立背景、运行机制、工作开展路径的阐述,以及高校国际联盟在构建“一带一路”教育共同体、促进共建“一带一路”国家民心相通进程中持续发挥重要作用的目标,从而提出了推动高校国际联盟发展的路径建议。
As an important paradigm for exchanges and cooperation among universities,international alliance of universities has received widespread attention from all sectors of society in recent years.Driven by the BRI and the“double first-class”program,since 2015,Chinese universities have taken the lead in establishing a number of international alliances of universities to serve the BRI,which has greatly facilitated exchanges and cooperation between Chinese universities and universities in countries along the route.The BRI International Alliance of Universities is an important symbol of China's high-level education opening to the outside world,which helps Chinese universities carry out international cooperation in talent training,scientific research,cultural exchanges,policy research,social services,fully integrate high-quality resources,enhance mutual understanding and friendship,thereby promoting the fostering of stable and lasting common values.To this end,the thesis discusses the founding background,operating mechanism,and work patterns of the"Belt and Road"aerospace innovation alliance,as well as the role of the international alliance of universities in building an educational community with a shared future,and in promoting people-topeople connectivity in the BIR countries,and finally puts forward suggestions to boost the development of the international alliance of universities from various perspectives.
