摘要
教育数字化转型是数字化时代背景下促进教育发展的重要条件,多边教育合作是推动非洲教育数字化转型的重要途径。国际组织促进全民教育发展的使命和责任与援助国的利益诉求交织,为旨在推动非洲教育数字化转型的多边教育合作提供了原生动力。援助方基于政策制定、能力建设、数字化办学水平等维度为非洲受援国提供教育援助。其中,协调机制、交流机制、退出机制是推动合作顺利进行的重要保障。然而,利益相关方在合作过程中也面临着缺少健全稳定的经费保障机制、受援国教育数字化治理水平不高、跨国借鉴与分享受限、非洲地区存在根深蒂固的社会问题等现实挑战。推动非洲教育数字化转型的多边教育合作具有一定的典型性和示范性,对其他类型的多边教育合作有借鉴意义。
The digital transformation of education is crucial for advancing educational development in the digital age.Multilateral cooperation is a key strategy for promoting this transformation in Africa.International organizations,driven by the dual missions of advancing global education and aligning with the interests of donor countries,play a central role in fostering multilateral educational cooperation aimed at enhancing Africa’s digital education landscape.Donors contribute through policy formulation,capacity building,and improving the infrastructure of digital schooling.Effective coordination,communication,and exit mechanisms are essential to ensure the success of these cooperative efforts.However,challenges persist,including a lack of stable funding mechanisms,limited digital education governance in recipient countries,restricted transnational sharing of best practices,and persistent social issues within Africa.The multilateral educational cooperation aimed at promoting the digital transformation of education in Africa serves as a compelling model for international educational collaboration,offering valuable insights and lessons that can be applied to other forms of multilateral educational collaboration.
