科技服务业区域试点对我国数字贸易国际竞争力的影响与机制

Research on the Impact of Regional Pilot of Science and Technology Service Industry on the International Competitiveness of China's Digital Trade and the Mechanism

摘要 科技服务业区域试点既有助于提升区域科技创新能力,也有助于提升区域数字贸易国际竞争力。基于2005—2022年我国292个地级及以上城市(未含香港地区、澳门地区、台湾地区城市)面板数据,以科技服务业区域试点为准自然实验,利用多期双重差分模型,探究科技服务业区域试点对我国数字贸易国际竞争力的影响与机制。研究表明,科技服务业区域试点能显著提升数字贸易国际竞争力,且该结论在经过内生性检验和稳健性检验后依然成立;技术创新和经济发展在科技服务业区域试点对数字贸易国际竞争力的影响中发挥中介效应,即科技服务业区域试点能够通过促进技术创新、推动经济发展提升数字贸易国际竞争力;科技服务业区域试点对我国数字贸易国际竞争力的影响具有异质性,相比于未开通中欧班列、未设立跨境电商综合试验区、未设立自由贸易区的城市,科技服务业区域试点对数字贸易国际竞争力的提升作用在开通中欧班列、设立跨境电子商务综合试验区、设立自由贸易区的城市更强。科技服务业区域试点对数字贸易国际竞争力的影响具有正向空间溢出效应,即科技服务业区域试点能突破地域限制,在提升本地数字贸易国际竞争力的同时,借助先进数字技术,带动周边地区降低交易成本,打造具有国际影响力的品牌,提升数字贸易国际竞争力。为进一步提升数字贸易国际竞争力,应合理布局科技服务业区域试点,加强科技创新,推动经济发展,充分发挥科技服务业积极作用。 Regional pilot of science and technology service industry can enhance the innovation capabilities within designated pilot zones and strengthen the international competitiveness of digital trade in these regions.Employing panel data from cities at the prefecture level and above over the period from 2005 to 2022,taking regional pilot of science and technology service industry as the quasi-natural experiment,and with the help of multi-time-point difference-in-difference model,the authors evaluate the impact of regional pilot of science and technology service industry on international competitiveness of China's digital trade and the mechanism.It is found that:regional pilot of science and technology service industry effectively elevates the international competitiveness of digital trade,and the result is still valid after the endogenous test and the robustness test;technological innovation and economic development play the intermediary role in the impact of regional pilot of science and technology service industry on international competitiveness of China's digital trade,namely regional pilot of science and technology service industry can promote international competitiveness of China's digital trade by promoting technological innovation and economic development;and the impact of regional pilot of science and technology service industry on international competitiveness of China's digital trade is heterogeneous,namely comparing to cities without China-Europe liner services,comprehensive pilot zones for cross-border e-commerce,and free trade zones,the role of regional pilot of science and technology service industry in improving international competitiveness of digital trade will be more obvious in cities with China-Europe liner services,comprehensive pilot zones for cross-border e-commerce,and free trade zones.The impact of regional pilot of science and technology service industry on international competitiveness of digital trade has positive spatial spillover effect,namely regional pilot of science and technology service industry can breakthrough regional restrictions,while improving the international competitiveness of digital trade within the local regions,by taking advantage of the advanced digital technologies,it can also lead surrounding regions reduce transaction cost,build brands with international impact,and improve the international competitiveness of digital trade.To further improve the international competitiveness of digital trade,we should focus on improving the regional economic development level,encourage science and technological innovation,optimize the arrangement of science and technology service industry,and give full play to the promoting role of science and technology service industry.
