摘要
当前,低空经济已成为我国推动经济增长的新引擎,测度低空经济对区域经济贡献具有重要意义。本文在梳理国内外有关低空经济相关研究成果基础上,采用RAS法建立目标年投入产出矩阵,应用收入法计算低空经济各板块中优势项目的主要企业直接贡献,依据投入产出理论构建低空经济对区域经济贡献的测度模型。并以江苏省为例,将抽样调查数据代入前述模型,得出江苏省2023年低空经济主要项目的直接、间接、引致和总贡献,结果显示:贡献总额占GDP的比例为1.04%,低于深圳市同期水平(2.6%),但高于全国水平(0.4%)。分析其主要原因:低空经济放大了江苏省的制造业优势,与调研实际相符。基于此,应以“低空+优势产业”为原则,加快低空经济相关技术创新与应用,完善基础设施建设,加强安全监管和政策支持,注重各级各类人才培养,促进低空经济对区域经济的贡献。
The low-altitude economy is a new engine for economic growth.Accurate assessment and measurement of its output and value are of substantial significance.The paper reviews domestic and international research,establishes a target-year input-output matrix using the RAS method,and calculates the direct contributions of key enterprises in each sector via the in come approach.A model is constructed based on input-output theory to measure the low-altitude economy's contribution to regional economies.Taking Jiangsu Province as a case study,the paper applies the model to sample survey data to determine the direct,indirect,induced,and total contributions of the main low-altitude economy projects in 2023.The results indicate that the contribution accounts for 1.04%of Jiangsu’sGDP,which is lower than Shenzhen’s2.6%but betterr than the national av erage of 0.4%.This disparity is aligning with survey findings.Based on this,this article suggests that the principle of“low alti tude+advantageous industries”should be followed to accelerate technological innovation and application related to low altitude economy,improve infrastructure construction,strengthen safety supervision and policy support,focus on talent cultivation at all levels and types,and promote the contribution of low altitude economy to regional economy.
