摘要
2024年4月,国际奥委会发布了《奥林匹克AI议程》。当前学界对该议程的解读还不多,缺少较为深入的分析评价。研究使用文献资料法,简要介绍该议程的内容,主要分析其特征和局限性,以期对我国体育人工智能治理提供借鉴。研究发现:(1)该议程阐明了其提出背景、治理愿景、重点工作和监管策略,并在巴黎奥运会前后得到了初步实践;(2)该议程具有坚持以人为本、坚持迎合新技术和新一代、坚持提升可持续性、坚持互通共享的主要特征;(3)该议程的主要局限表现在:理论层面囿于自然与人工二分法的困境;现实层面难以应对运动员的身体地位困境和人工智能前沿威胁;诉求层面要面对普世追求下的隐私保护差异;治理层面上未能使人工智能聚焦于善治的核心目标;(4)对我国而言,要提升体育人工智能国际话语权,大力发展“间接助体”人工智能,加强运动员保护,适时制订我国的体育人工智能管理办法。
In April 2024,the International Olympic Committee(IOC)released the“Olympic AI Agenda”(hereinafter referred to as the“AI Agenda”).Currently,there is limited academic interpretation of the“AI Agenda”,with a lack of in-depth analyses and evaluations.This study employs a literature review to introduce the contents of the“AI Agenda”,primarily analyzing its characteristics and limitations,aiming to provide insights for the governance of sports AI in China.The findings indicate that the“AI Agenda”clarifies its background,governance vision,key initiatives,and regulatory strategies,and has undergone initial practice around the Paris Olympics.The“AI Agenda”is characterized by a humancentered approach,alignment with new technologies and generations,an emphasis on sustainability,and a commitment to interoperability and sharing.The main limitations of the“AI Agenda”are as follows:the theoretical level is trapped in the dilemma of the dichotomy between the natural and the artificial.In reality,it is difficult to deal with the athletes’physical status dilemma and the frontier threat of AI,the differences of privacy protection under the universal pursuit at the appeal level,the failure at the governance level to focus AI on the core goal of good governance.For China,enhancing the international discourse power in sports AI requires the vigorous development of“indirect assistive”AI,strengthening the athlete protection,and timely formulation of the national sports AI management regulations.
