摘要
全面推进乡村振兴是一个宏大的、综合性的和长期性的行动体系,具有全面性、跨越性、均衡性和持续性的要求,需要建立长效发展机制。社会政策在其中应该发挥多方面的重要作用:要通过制定和实施社会政策来满足乡村民众的基本需要;通过社会政策实现合理的再分配,保障乡村振兴沿着共同富裕的正确道路发展;通过社会政策构建良好的乡村社会基础;通过社会政策实现乡村经济的跨越式发展。当前我国农村社会政策还存在质量不够高和均衡性不足的短板,表现在教育、医疗、养老、扶弱、育幼和社会工作等方面。为此,应该高度重视发挥社会政策在乡村全面振兴中的作用,进一步提升农村社会政策的目标,确立农村和经济落后地区社会政策优先和超比例发展的原则,改革社会政策的责任体制和财政投入体制,并且将社会政策和社会服务体系建设与城市化进程中的乡村建设与发展规划密切结合。
The comprehensive promotion of rural revitalization is a grand,comprehensive and long-term action system,which requires comprehensiveness,leap-forwardness,balance and sustainability and calls for the establishment of a long-term development mechanism.Social policies should play an important role in many aspects:meeting the basic needs of rural people by formulating and im-plementing social policies;achieving reasonable redistribution by social policies to ensure the de-velopment of rural revitalization along the correct path of common prosperity;laying a sound foun-dation for rural society by social policies;realizing leapfrog development of rural economy by social policy.At present,there still exist insufficiency and disequilibrium in China’s rural social poli-cies in terms of education,healthcare,elderly care,support for the weak,childcare and social work.Hence,we should attach great importance to the role of social policies in rural revitaliza-tion,further enhance the objectives of rural social policies,establish the principle of priority and extra-proportion of social policies in rural and economically underdeveloped areas,transform the responsibility system and financial input system for social policies as well as combine the construc-tion of social policies and social service system closely with the rural construction and development planning in the process of urbanization.
